While the institute held their meetings and issued their statements, the world around the facility had crumbled. With fires ravaging the city and the dead returning to life, a new way of life began to take hold. Those who survived and had a way to continue began to rise to power, forming groups and tribes all with their own rules and ways of handling the situation. These groups would range from 3 people to roaming gangs upwards of 40. Some had declared themselves kings, others claimed to be for the greater good. The only determining factor was their will and the will of those who followed them. Everyone had tough decisions to make, some were very eager to let others make those decisions for them.
